Another type of regulatory structure constraining the development of backbone networks in Sub-Saharan Africa is one in which operators are required to use the backbone network of the incumbent operator. 8 While this arrangement has the effect of aggregating traffic onto a single backbone network, thus increasing the potential to achieve economies of scale, the fact that it creates such a structure through regulatory rule rather than the operation of market forces means operators that otherwise might have invested in backbone networks were prevented from doing so and network competition could not emerge.

Limited Aggregation of Traffic on High-Capacity Backbone Networks A key feature of the development of backbone networks in SubSaharan Africa has been the failure of markets to aggregate traffic onto high-capacity networks. As there are strong fixed costs associated with backbone networks, shifting traffic toward high-capacity networks would reduce average costs and create a more efficient network structure. It is thus reasonable to expect that such a shift would occur through market forces, as has been the case throughout the developed countries and in many emerging markets, where highcapacity upstream networks have emerged to carry traffic.
